Preserve provenance.
A source record keeps its external identity, canonical location, rights, visibility and distinct event, publication, modification and retrieval times. Missing dates remain unknown.
02 / Connect
Type every relationship.
Entity, sector and time links need evidence and an uncertainty explanation. Similar names do not prove the same legal entity. Syndicated copies remain one origin family.
03 / Explain
Separate the layers.
- Observation: what a permitted record directly supports.
- Reported statement: what a named source says.
- Opinion: a viewpoint, not corroboration.
- Inference: a reasoned connection with counter-evidence and gaps.

Relevance is not probability.
Transparent heuristics may help order work by declared sector, capability, timeframe, evidence and strategic fit. They are never shown as a calibrated chance of winning.
A framework ceiling, estimate, award and call-off remain different value types. They are not added together as earned revenue.

Keep history without falsifying it.
Amendments update the current view while preserving earlier releases. Replay uses only evidence available at the selected historical time. Source withdrawal invalidates affected descendants.
